It is composed of delegates elected by JEF national sections. It defines the political direction of JEF Europe and elect a new Executive Board. During the congress, the resolutions and the political platform of JEF will be discussed and voted upon. [JEF Europe](https://www.jef.eu/home/) and [JEF France](http://www.jeunes-europeens.org/) are vey much looking forward to welcoming you in Paris! At the European Congress 2019, the following positions will be directly elected: * **The** **President** is the political head of the organisation representing it on the outside, developing and fostering political relations with heads of other organisations and politicians, organising the work of the Executive Board and giving political leadership to the rest of the organisation. * **2 Vice-Presidents,** both of which assist the President in her/his duties, act for the President in her/his absence, and, together with the SG and the President, represent the organisation externally. One VP is traditionally in charge of relations with the European Youth Forum. * **4 Executive Board (EB) members** are implementing policies and decisions taken by the FC and are in direct relations with the Secretariat for this matter. They are responsible for being in contact with national sections, developing projects and giving guidelines for their realisation and assuring their proper and successful implementation. * **The** **Treasurer** is responsible for the financial matters of the organisation, including budgets for different projects prepared by the organisation. **All of the above mention mandate holders work as a team (the Executive Board) in assuring the smooth and successful work and representation of JEF Europe.** ![](/files/-LmEAxp4naGESI5cX-S7) In addition to the above mentioned positions the Congress also elects: * **16 directly-elected Federal Committee (FC) members** coming from different JEF sections, elected to represent the interest of JEF Europe and assist the EB in the running of the organisation. They can be elected to become member of the FC Presidium, chair of a political commission or a working group with the Federal Committee. * **3 internal auditors** as members of the Internal Auditor’s Committee and 5 members of the Arbitration Board. Member of JEF-Europe EB from 2011 to 2013. For the last 20 years, he has been committed in Federalist organizations and he served, from the local to European level our movements. He has been member from 1997 to 2018 (since he was 14). He is member of the UEF since 2001. [Elisa Selinummi](mailto:%20elisa.selinummi@gmail.com) has been active in JEF-Finland first as a member of the board and later as a vice-president responsible for relations with JEF-Europe. She has also been on the presidium of the JEF-Europe Federal Committee and Auditors Committee. Currently Elisa is vice president of EMI Finland and works in the European parliament. [Pauline Gessant](mailto:paulinegessant@gmail.com) is member of the federalist family since 2003. She was in particular Vice-president of JEF-Europe in 2009-2011 and President of JEF-Europe in 2011-2015. She is currently Vice-President of UEF-Europe, President of "Friends of JEF" (JEF alumni network) and member of European Movement - France Board. [Peter Oomsels](mailto:peter.oomsels@gmail.com) was President of JEF Leuven in 2010-2011, President of JEF Belgium in 2012-2013, Senior Vice President of JEF Europe in 2013-2015 and member of the JEF Arbitration Board in 2015-2017. He currently lives in Brussels and occasionally supports the federalist movement as trainer in federalist academy events. [Sven Bisang](mailto:sven.bisang@gmail.com) started his journey in JEF as a regional coordinator of Young European Swiss (JEF Switzerland) in Zurich. After two years as co-president of JEF Switzerland, he got the opportunity to serve two terms on the Presidium of JEF Europe's Federal Committee which ended at the Zurich Congress 2015. Sven is now a vice-president of "Friends of JEF" (JEF alumni network) and the treasurer of the local section of UEF Switzerland in Basel, still passionately advocating to get his little Alpine republic to think again about active membership of the Union. ### **Returning officer**
